A native of Western New York, Dr. Higley received his medical degree from New York Institute of Technology College of Osteopathic Medicine.  After Medical school, he completed his internship and residency in internal medicine at Georgetown University Hospital in Washington, D.C. He completed his fellowship in gastroenterology and hepatology at Rush University Medical Center in Chicago Illinois. He also has a Master of Public Health from the State University of New York at Albany.
